Method
Make the quick sofrito: put cilantro, green onions, ají dulce (or substitute), garlic and 2 tablespoons water into a blender or small food processor and pulse to a coarse puree.
Pat the beef cubes dry with paper towels and season evenly with 1 teaspoon kosher salt and 1/2 teaspoon black pepper.
Heat a large heavy-bottomed pot or Dutch oven over medium-high and add 2 tablespoons olive oil.
Sear the beef in batches in the hot pot until browned on all sides; transfer browned pieces to a bowl and repeat with remaining beef.
Reduce heat to medium, add the diced onion and green bell pepper to the empty pot and sauté until softened and translucent.
Add the prepared sofrito to the pot and cook, stirring, until fragrant.
Return the seared beef to the pot and add the tomato sauce, 2 cups beef stock, bay leaves, oregano, cumin, smoked paprika, apple cider vinegar, sliced olives and capers (if using); stir to combine.
Bring the stew to a gentle simmer, then reduce heat to low, cover and braise until the beef is very tender and sauce has concentrated.
Uncover, mix the cornstarch with 2 tablespoons cold water to make a slurry, stir the slurry into the stew and simmer uncovered until the sauce thickens slightly.
Discard bay leaves, taste and adjust seasoning with salt and pepper if needed.
Let the stew cool uncovered to room temperature before storing.
Portion into airtight containers and refrigerate. Reheat gently on the stove over medium-low or in the microwave before serving.
